      Development Bonanza For Coffs Harbour's CBD
The burgeoning Coffs Harbour CBD is subject to a growing list of substantial multi-million dollar proposed developments.

All levels of Government can encourage economic development, even Local Government!

Federal and State Governments are good at providing infrastructure which improve economic efficiencies and provide an intangible return on investment.

Local Governments can also, but to a lesser degree, as they are more concerned with the provision and maintenance of ‘basic’ services.

It’s not often though that a local council is prepared to spend up big!

Coffs Harbour City Council is proposing to build a ‘Cultural and Civic Centre’ on a prime CBD site it owns in Gordon Street with a price tag of $76 million.

The development will accommodate a library, art gallery and new office space for council employees. 
 
The justification and reasoning behind its necessity can be debated by many and whilst there are some councillors against the proposal, it appears as though it will be approved to go to the next stage in the development process.

As architects aren’t always good at estimating building costs, the eventual spend might be more than $76 million.

Some argue council can’t afford it and for some, their motivation could be questioned, particularly when they represent investments that are located outside of the CBD.

Council own the existing Coffs Council Chambers which was built circa 1980, plus a modern three storey office building known as ‘Rigby House', built circa 1990, which Council purchased as a fully leased investment in 2000 for its future office needs. 

The proposed sale of these properties will help fund the new development.

Even though the properties will be offered for sale with vacant or part vacant possession, the value of the properties has increased substantially since their purchase and have been solid investments for Coffs Council.

Investors will purchase these properties and wait for tenants to come along as all properties lease eventually.

There is no doubt that the proposed Cultural and Civic Centre development will be a substantial economic driver for the CBD.

Other CBD development proposals include the 80 room hotel above Coffs Central Retail Centre and CEX’s proposed residential tower over ground floor retail, both enjoying frontage to Harbour Drive. 

The $2mil CBD City Square upgrade is currently under construction and will be a showpiece for the City Centre. 

Like most retail shopping precincts around the country, the CBD has its fair share of vacancies however, the market appears to have bottomed and these proposed developments will provide a substantial impetus for investors prepared to take a longer term view.
